Fear of botulism is the reason a lot of people never start canning, and it is also the reason a lot of people who do start never bother with a pressure canner. Both reactions come from the same gap: knowing the word, not knowing the mechanism. Once you understand what the organism needs in order to become dangerous, the rules stop feeling arbitrary.
This page is about the mechanism and the guidance, not about scaring anyone off a hobby that millions of households do safely every August. Every number and rule below is attributed, because in this subject an unsourced figure is worse than no figure.

What Clostridium Botulinum Actually Is
A bacterium that lives harmlessly in soil and on produce nearly everywhere. It is not a contaminant you can wash away, and its presence on vegetables is normal. What makes it dangerous is that it forms spores which survive boiling, and those spores can germinate and produce toxin under a specific set of conditions.
Those conditions are the recipe for a sealed jar of home canned vegetables: no oxygen, low acidity, moisture, and room temperature. FSIS describes the organism as one that grows in low acid, low oxygen environments, which is why canning has strict rules and why frozen or refrigerated versions of the same food do not.
Spores Versus Toxin
Two different things, and the distinction explains the whole rulebook. Spores are dormant and heat resistant, and they are what pressure canning destroys. The toxin is what the growing bacterium produces later, and it is heat sensitive, which is why boiling home canned low acid food before eating is a recommended extra step even when the process was done correctly.
The pH 4.6 Line
Everything in canning divides at that number. Clemson Extension explains that foods with a pH above 4.6 are classed as low acid and must be pressure canned, while high acid foods below that threshold can be safely processed in boiling water because the acidity itself prevents the organism from growing.
High acid means most fruit, properly acidified tomatoes, pickles with enough vinegar, and jams and jellies. Low acid means all plain vegetables, all meat, poultry and fish, beans, corn, and any mixed soup or stew. Anything that combines the two, like a tomato sauce with added onions and peppers, is treated as low acid unless a tested recipe says otherwise.
Tomatoes Sit Right on the Line
Tomato varieties straddle the threshold, which is why tested recipes tell you to acidify them. NCHFP directs canners to add two tablespoons of bottled lemon juice or half a teaspoon of citric acid per quart of tomatoes, or one tablespoon of bottled lemon juice or a quarter teaspoon of citric acid per pint. What Pressure Canning Does That Boiling Cannot
It gets hotter. Water boils at 212F at sea level and no amount of extra time in a boiling water canner raises that. Botulinum spores survive it. Pressurized steam raises the temperature to a range Clemson Extension gives as roughly 240F to 250F, which is the point where the spores are destroyed within the tested process times.
That is the entire reason a pressure canner exists, and the reason no amount of extra boiling substitutes for it. Three hours in a water bath does not compensate, because the limiting factor is temperature rather than duration.
The Practices That Cause Cases
Home canned vegetables are the usual source in US botulism outbreak reports, and the pattern behind them is consistent: low acid food processed without a pressure canner, or a tested recipe modified until it was no longer tested. Open kettle canning and oven canning show up as well, both of which NCHFP and extension services identify as unsafe methods.

Why You Cannot Inspect a Jar
Because there is nothing reliable to see. FSIS and CDC state that botulinum toxin cannot be seen, smelled or tasted, and a jar containing it can look and smell entirely normal. Sealing is no reassurance either, since a properly sealed jar is precisely the low oxygen environment the organism needs.
What you can do is discard on any sign of spoilage, which catches other problems and sometimes catches this one. CDC advises discarding containers that are bulging, leaking, cracked or spurting when opened, and food that is discolored, moldy or smells wrong, without tasting it. Handle and dispose of a suspect container following CDC’s instructions rather than pouring it down the sink.
Boiling Before Eating
Toxin, unlike spores, is destroyed by heat. Colorado State University Extension advises heating home canned low acid foods to a rolling boil, then covering and boiling corn, spinach and meats for twenty minutes and all other home canned low acid foods for ten minutes before tasting. It is a backstop rather than a substitute for correct processing, and it is cheap insurance on a jar you canned yourself.

If a food is not in a tested recipe anywhere, that is a signal rather than a gap. Some foods have no safe home canning process, and freezing or dehydrating is the answer for those.
